Payroll Officer (Maternity Cover) - YMCA Head Office

YMCA Head Office – (St Annes, Lancashire)

Fixed-Term – 12-months

22.5 to 37.5 hours per week

You will be responsible for HR & Payroll support by providing a valued one-stop process in this field to support the development of an employee-oriented company culture. You will be confident in dealing with staff queries and providing advice, who will work methodically to process all authorised payroll and pensions related data within specified timescales and in accordance with payroll procedures, Regulations and Statutory Legislation.  Understanding of the end-to-end payroll process and experience of local government schemes is desirable with the ability to deliver correct regulation interpretation and will involve checking information from a variety of sources like HR or HMRC. Ideally you will have excellent knowledge and experience of all statutory returns including but not limited to SSP, SMP, SPP, NI and other deductions; along with RTI reporting; experience of computerised payroll systems-Sage would be an advantage; with great attention to detail, be a confident communicator and have the ability to work to deadlines.

The ideal candidate:

  • must have an understanding of aspects of Statutory requirements within HR & Payroll
  • has ability to translate legislation into business procedures and processes.
  • has good IT Skills and is fully competent in MS Office applications.
  • shows excellent verbal and written communication skills.
  • Methodical, accurate and excellent attention to detail
  • Excellent organisational skills and ability to manage time and tasks efficiently.
  • Able to work as part of an effective team assisting and supporting HR.
  • Able to handle detail, multiple tasks, and short notice deadlines.
  • Able to build strong working relationships with team and other stakeholders.

The main duties will include: ~

  • Administer Payrolls, Pensions and benefit plans.
  • Ensure all HMRC/Pension reporting/payments is compliant, accurate and within stated timeframes.
  • Work with the management team on payroll related queries
  • Manage the administration pf payroll/pensions and the records.
  • Prepare and review payroll/pension reconciliations.
  • Provide costs and salary analysis monthly and for budgetary purposes.
  • Detailed knowledge of legislation affecting payment of salaries and associated deductions
  • Assist with improvement of processes and procedures within the payroll/pension function.
  • Dealing with queries effectively
  • Supporting the Senior Manager Human Resources with calculations as required i.e., TUPE Information
  • To exercise the upmost discretion when dealing with a variety of sensitive situations and information.
  • Assist with day-to-day operations of the HR functions and duties.
  • To ensure that all necessary personnel documentation (paper and electronic) is kept up to date and in good order.
  • To process transfer forms submitted by Managers and issuing out contract variation letters and chasing outstanding letters where necessary.
  • To process any relevant employee changes (e.g., salary changes, leavers etc)

Payroll Officer - Secondment 12 months

  • Facilitate engaging resident programs, activities, and workshops, partnering with internal and external organisations.
  • Address engagement barriers and develop personalised support plans to help residents succeed.
  • Willingness to support residents to attend necessary appointments. (example; job fairs, open days at college)
  • Support worker duties, such as following the process to accept new residents into their home, conducting Risk Assessments and Risk Management Plans with applicants and service users. Developing a personalised support plan with SMART targets using self assessment tools preparing them to move on to independence.
  • Co ordinate resident meetings designed to ensure that our service is user led and community focused.
  • Assist when necessary with Health and Safety and Fire Safety Checks within the scheme, general cleaning duties to ensure a high standard and Pre-Lets on Flats to ensure a high standard of cleanliness.
  • Maintain records that are necessary for compliance and the smooth operation of the scheme.

  • You have experience working with vulnerable young people preferably within a Supported Housing Setting
  • Educated to NVQ Level 3 in Housing, Health and social care or other relevant subject
  • Fully I.T literate in all Microsoft Packages
  • Strong Communication and relationship building skills with young people and agencies.
  • Willingness to adopt a trauma informed approach/environment
  • You are a resilient and confident team worker who can work on their own initiative or work as part of a team.

Your day will consist of …

  • Manage and monitor a Planned Preventative maintenance system, including contract management of various sub-contractors and specialist services to maintain compliance records.
  • To undertake and manage a range of maintenance works, including plumbing, joinery, minor building works.
  • Management of periodic checks through all areas for items requiring attention, particularly light fittings, toilets/kitchens and all doors/barriers/shutters, ensuring all exits and walkways are kept free from obstructions.
  • Escalate any faults or issues outside of competence to appropriate sub-contractors.
  • Effectively manage a site wide maintenance budget, monitor and maintain effective cost control.

Duties

As a Centre Supervisor what does the role entail:

Your day will consist of…

  • Maintain a high profile `shop floor` presence and a high level of interaction with staff and customers.
  • Lifeguard and Pool water testing duties (training will be provided to the right candidate)
  • To assist on Reception as required and/or carry out duties of other members of staff as necessary, e.g. cover for breaks, holiday, sickness etc.
  • To ensure compliance with the Health and Safety at Work Act, and Fylde Coast YMCA’s Health and Safety procedures.
  • To be responsible at all times for security of the building and its contents.
  • To identify and report maintenance requirements for equipment or premises. To liaise with the appropriate contractors or staff member and to initiate repairs where necessary.
  • To ensure the prompt preparation of all activity areas including the safe setting up, dismantling and storage of the equipment.

  • You have experience working within a leisure facility/sector.
  • You have five G.C.S.E (grade C or above – or equivalent) including Mathematics and English

As a Housing Support Worker what does the role entail:

Your day will consist of…

  • To complete sign-ups with service users commencing the service, including full induction and application for Housing Benefit.
  • Support service users to effectively manage their rent accounts, ensuring that housing benefit entitlement is secured.
  • Be responsible for conducting weekly accommodation checks with service users and reporting and managing repairs to the accommodation.
  • Support service users to develop understanding of their rights and responsibilities in a Tenancy and develop skills to effectively manage their accommodation.
  • Monitor and update application process to ensure that applicants and service users are informed about the service and their responsibilities for the accommodation.
  • Ensure that House Rules are maintained and in the event of serious anti-social behaviour the appropriate agencies are contacted.
  • Maintaining comprehensive records of housing applicants, residents, former residents and properties, ensuring the information is accurate, up to date and relevant.
  • Provide a holistic approach, supporting service users to better manage and improve their situation and to develop the confidence and skills to maintain independent living.

Job Purpose:

Duties and Responsibilities

  • To provide a Key Holder service including opening and locking up of the building as necessary ensuring that opening and locking up procedures are followed to maintain site security
  • To set up rooms and facilities for room bookings
  • To plan and carry out reactive and preventative maintenance work, e.g. painting and
    decorating, replacing lights, taps, washers etc. as required
  • To carry our regular building checks to ensure the building is safely operated, e.g. fire checks
  • To provide excellent customer service to building users, tenants and partners
